Scoring fast-start climate finance: leaders and laggards in transparency

This publication by the International Institute forEnvironment and Development (IIED) addressesthe degree of transparency in UN-sponsored climatefinance, claiming that transparent reporting onclimate finance is essential for governments toplan mitigation and adaptation activities and forcivil society to hold contributors and recipients toaccount for how climate funds are spent. The briefingpresents a new scorecard based on the extent towhich developed countries meet a set of commonsensecriteria in their climate finance reports to theUN. It addresses the urgent need of an internationalregistry of funds that provides comprehensive,detailed, consistent, and transparent accounting andreporting measures at the project level since even thehighest-scoring countries, Norway and Japan, reacha 50 per cent score across the 25 criteria evaluated.
