An operational framework for Tracking Adaptation and Measuring Development (TAMD)

This paper presents the steps required to apply the TAMD framework which allows for assessing how climate risk management interventions influence development and adaptation outcomes through various processes described for each intervention in a theory of change. The paper also suggests how baseline data might be collected, what indicators can be used in different contexts to measure adaptation outcomes and how outcomes and longer-term ‘impacts’ can be robustly attributed to interventions by developing theories of change and collecting causal narratives
