Call for Public Inputs on the Green Climate Fund’s Investment Framework
The Board of the Green Climate Fund (GCF) adopted the Funds’ initial investment framework, which is contained in Annex XIV of document GCF/B.07/11. Following on this decision, the Investment Committee of the Board of the Green Climate Fund is considering the following elements for the further development of the Fund’s investment framework:
- Definitions for activity-specific sub-criteria and a set of activity-specific indicators, taking into account the Fund’s initial investment framework, the Fund’s initial result areas and initial results management framework, and decisions of the GCF Board B.05/05, B.06/07 and B.05/03 as well as subsequent decisions on additional result areas for adaptation;
- Minimum benchmarks for each criterion, taking into account the best practices of other institutions;
- Identification and comparison of methodologies, that enable the GCF Secretariat to assess the relative quality and innovativeness of comparable proposals in comparable circumstances, including through a survey, for the application of the sub-criteria mentioned in paragraph i. above in the selection of proposals;
Inputs requested
The GCF Secretariat, on behalf of the Investment Committee, is pleased to invite individuals, organizations and all entities involved and interested in climate finance, adaptation, innovative finance, development finance and related topics, to provide inputs to support the development of the elements listed above.
In particular, the secretariat is interested in inputs coming from practitioners and researchers on:
- Activity-specific sub-criteria and a set of activity-specific indicators;
- Minimum benchmarks for each criterion, taking into account the best practices of relevant institutions;
- Methodologies for assessment of the relative quality and innovativeness of comparable funding proposals in comparable circumstances.
Deadline
The deadline for submissions is 18 August 2014.
Submission
Inputs should be sent via email in a document in pdf or MS Word file format.
The document should be sent to: secretariat@gcfund.org, and cc'd to bbarstow@gcfund.org, with the following text in the subject line: "Call for public inputs – Response".
The submission should clearly indicate: Name (of the individual or organization), contact details (phone and email, and name, surname and position of the focal point person in case of organizations). Submissions should indicate whether the inputs are provided on behalf of an organization, group of organizations or an on individual capacity.
Disclaimer
Inputs provided will be compiled and presented to the Investment Committee for consideration. These may also be submitted to the Board as an information document and for publication on the Fund’s website. No individual contact details will be disclosed in the compilation document.
