Learning Dialogues-Integration of Adaptation into Local Development Plans, 21-22 & 28-30 May 2012, Philippines
In response to the needs identified through the scoping assessment on climate change adaptation (CCA) in the Philippines as well as demands expressed by local government units (LGUs) of the Iloilo and Albay provinces, the Adaptation Knowledge Platform and its country partner, the Ateneo School of Government (ASoG), facilitated a knowledge building process to enable the LGUs to: 1) raise the level of awareness of, and sharpen approaches to, climate change adaptation (CCA); and 2) adopt a more trans-disciplinary approach in crafting local development plans of the two provinces. As part of the knowledge building process, a series of learning dialogues were carried out from May 21 to 22 in the Iloilo province, and from May 28 to 30 in the Albay province. Twenty-seven and 60 local stakeholders, including decision-makers of key LGUs and civil society organizations, attended the dialogues in Iloilo and Albay, respectively. The pre- and post-dialogue surveys revealed that more than 75% of the total participants from the LGUs in both Iloilo and Albay provinces felt that they had become more confident in applying CCA tools for developing programs, plans and actions (PPAs) of the LGUs and the corresponding budgets for the PPAs. The draft PPAs that incorporate adaptation options to be executed and the budget have been submitted as an output of the dialogues. The PPAs and the corresponding budgets will be inputs to the Annual Investment Plans for the Fiscal Year 2013 of the province of Iloilo, Albay and its 18 municipalities.
