The Province of Albay in the Philippines has been especially exposed to various climate risks such as tropical cyclones, storm surges, heavy precipitation and landslides, which are expected to worsen as a result of climate change. Keen to confront this challenge on its own, the Government of Albay sought deeper understanding of this new phenomenon by inviting national and international experts and practitioners to share information and experiences. Within a few years, the Office of the Governor issued executive orders for the adoption of policies and strategies, their institutionalization, and the provision of financial resources to strengthen capability of its cities, towns and barangays
