Scoping Assessment Report: Viet Nam

To better facilitate climate change adaptation knowledge at local and national levels in Viet Nam, the Regional Climate Change Adaptation Knowledge Platform, with the support of the Swedish International Development Cooperation Agency, has commissioned this scoping study on climate change adaptation in Viet Nam.

The report demonstrates the gaps and needs in the domains of adaptive capacity, policy and decision-making processes at the national and provincial levels. According to the study, the expected changes in the nature of ODA to Viet Nam will accelerate Vietnam’s financing in climate change related activities. Donors will pay much more attention to mainstreaming climate change in ODA and are expected to create new opportunities for international financing of climate change actions as per the rights and responsibilities defined in the UNFCCC and ongoing negotiations.

In order to manage the increasing financing effectively, it is very important that awareness is raised within various institutions, that technical advice on climate change mainstreaming is provided, and that capacities are built during the early stages of the implementation of the National Target Program in Response to Climate Change approved by the Prime Minister
