Linking ICTs and Climate Change Adaptation: A Conceptual Framework for e-Resilience and e-Adaptation
The paper lays down a conceptual framework recognizing the links between climate change vulnerability and achievement of development incomes alongside the increasing use of information and communication technology (ICTs). The paper sets out a conceptual foundation linking climate change, vulnerability of livelihoods and the potential of ICTs in supporting systemic resilience. The paper develops an ‘e-Resilience Framework’ on the basis of the complex relationships between climate change, adaptation and development outcomes. The potential of ICT as a tool to enable adaptive process within contexts vulnerable to climate change has been analyzed. Using ICT as a tool the concept of ‘e-adaptation’ has been developed to see the impact it has on vulnerable dimensions of climate change. The proposed framework provides a conceptual insight into the potential of ICTs within the adaptation processes including their role in reducing the prevailing vulnerabilities faced by developing countries in the midst of climate change uncertainty.
