Guidance Note 1: Twelve reasons why climate change adaptation M&E is challenging
In this guidance note, SEA Change and the United Kingdom Climate Impacts Programme (UKCIP) identify twelve challenges that make monitoring and evaluation of climate change adaptation (CCA) program difficult, and highlight strategies to address each. While most are not unique to CCA, they present a distinctive package of dilemmas that need to be addressed, responding to such question like ‘How should we define, measure, and assess the achievements of an adaptation program?’.
