Publication

This publication framework was developed by GIZ together with the Ministry of Environment, Forests and Climate Change, Government of India. It introduces readers to the concept of vulnerability to climate change, presents a general framework for assessing vulnerability and provides a rich selection of methods and tools to assess components of vulnerability at various levels. The practical framework is divided into stages and steps that are supplemented by real case examples of both a bottom-up community based assessment in West Bengal and a top-down vulnerability assessment of the State of Madhya Pradesh.
