Childhood Vulnerability to Climate Change in Marginalised Vietnamese Communities: The Case for Participation

To mark the successful outcome of the 5th Asia Ministerial Conference on DRR, where the Yogyakarta declaration on disaster risk reduction in Asia and the Pacific 2012 calls for “increase the involvement of multi-stakeholders, especially the vulnerable groups including women, children, elderly, and persons with disabilities, in planning and decision-making processes”, Plan International & Overseas Development Institute (ODI) have launched a background note examining the barriers to and opportunities for marginalized Vietnamese children to input into policy processes and the decisions that affect them. This note examines the policy processes relating to concerns over climate change adaptation and disaster risk reduction for mountain communities and minorities in the Quang Tri province
