Adaptation and Risk Management

The paper links risk management and adaptation. Laying down adaptation as climate risk management, it highlights the benefits of risk management approach over the standard approach to adaptation due to its flexibility. Risk assessment has two orientations: top-down and bottom-up and prescriptive and diagnostic. The paper finds top-down and prescriptive approaches most suitable for identifying the extent of risk and calls for combining qualitative and quantitative approaches.
