The Watershed Organization Trust (WOTR) released to the Adaptation Committee a set of recommendations arising out of the discussions at COP, which addressed the policy support that local self-government institutions need to effectively build adaptive capacities to climate change in dry lands. The recommendations call for the allocation of financial resources to dry land communities in developing countries, specifying that at least 5% of funds need to be spent on building local and regional research capabilities embedded with the communities. They also point out that scaling up of successful methodologies and good practices requires their adjustment to local context or redevelopment to suit local conditions
