Key stakeholders call for more efficient action on climate adaptation in Thailand.

-There is a need to work from the bottom up with practitioners at different levels, sectors and agencies rather than follow a top-down, “one-size-fits-all” intervention for designing and implementing effective climate adaptation strategies.

This is one of the key messages from a roundtable workshop on climate adaptation held in Bangkok in December 2009. Entitled “Improving the Links between Knowledge and Action for Adaptation to Climate Change in Thailand”, it gathered more than 50 individuals from Thailand’s government agencies, civil society organizations, development agencies and academia. The workshop was part of the Sida funded Regional Climate Change Adaptation Knowledge Platform.

Further capacity building needed
Thailand faces many adaptation challenges in the future, ranging from extreme climate events resulting in floods and drought as well as potential shifts in rainfall patterns that could affect water storage systems and irrigation, cropping, fisheries and coastal ecosystems. A changed future climate regime can also influence, and make it more difficult to control, the spread of vector diseases like malaria or dengue fever.

Participants at the roundtable, which was organized by the Regional Climate Change Adaptation Knowledge Platform for Asia, Climate Change Knowledge Management Center (CCKM) and the Unit for Social and Environmental Research (USER), emphasized the need for improved knowledge and greater understanding of these challenges. Many agencies have substantial experience in dealing with mitigation issues but have only just begun considering adaptation.

Interdisciplinary sharing important
Participants stressed the need for improved coordination and collaboration among agencies. From grassroots to national, organizations and individuals have positive experiences in linking knowledge with practice which could be built upon for addressing adaptation. Participants noted the importance of interdisciplinary sharing as well as two-way communication as the foundations of co-production of knowledge.

– The most effective way to build adaptive capacity is to start with the current routines and capabilities. These can be built on by looking closely at how risks are managed, knowledge acquired and experiences learnt from under current climate, the participants concluded.

Adaptation platform central to development
The participants also expressed their strong desire to collaborate and support the Adaptation Knowledge Platform’s activities in Thailand.

Officially launched by the Thai Prime Minister in October 2009, the platform will help countries in Asia adapt to the impacts of climate change through research, capacity building and sharing of information.
